Philip has a proven track record in running large teams and various mega-projects from a design and financial perspective across Europe and the Middle East. Shaun KillaDesign Partner Killa Design Shaun Killa studied architecture at the University of Cape Town and worked with several award winning architectural firms in Cape Town. Shaun was involved in designing masterplans, waterfront developments and stadia before he moved to Dubai in 1998 and joined Atkins working on the Burj Al Arab. In 2000 he became Design Director and lead Atkins Dubai by winning multiple international competitions such as 21st Century Tower, Chelsea Tower, Millennium Tower and Al Mas Tower (370m). His design specialisation is in complex mixed use projects, hospitality, high-rise towers and his passion for sustainability design led him to design the Bahrain World Trade Centre. This project is the world’s first large scale integration of wind turbines on a building. Over the years Killa focused his design philosophy on innovative low carbon buildings and challenged the norms to create timeless projects. Examples such as Lighthouse Tower (400m), Address Boulevard (350m), Habtoor Towers, Dubai Opera House, and several large developments in India, Saudi Arabia and China. Killa also lead masterplans such as Cairo Smart City, Dubai Promenade, Cape Town Waterfront 2030, and several new cities in Riyadh and Jeddah. In 2013 Killa won the Dubai Creek Harbour masterplan for Emaar which assisted in generating over 20 years of future development for the developer. During this period Killa won several global awards such as LEAF, Holcim, ENR and CTBUH. In 2015 Shaun Killa left Atkins and created Killa Design. Here he has won multiple international commissions such as Museum of the Future, Address Jumeriah Gate (twin 77 St), W Hotel Mumbai, Vida Marina. Also the Office of the Future, the first occupied printed building in the world, together with SRG Tower which is a 111st, 470m ultra-green super high-rise tower in Dubai. Killa design has a won Autodesk’s AEC global buildings award and several Middle East Architectural awards within a few years of opening. Mustafa ChehabeddineDesign Principal KPF Master of Arts in Design, Architectural Association, London Bachelor of Arts in Architecture, American University of Beirut Mustafa has over 25 years of experience as an architect and is particularly adept in managing multi-disciplinary, international teams. Since joining KPF in 1999, he has worked on a variety of schemes across the UK, Europe, the Middle East, and Asia. Projects range from commercial, residential, hospitality, and mixed-use developments to large-scale masterplans with complex urban and transportation issues. Mustafa’s design-focused approach ensures the highest quality is achieved on all projects. His designs are sensitive and responsive to their locality, taking influence from their social, economic, environmental, and urban context to create award-winning architecture. His involvement in projects covers the full spectrum of project delivery – from the concept to leading the design and production team, through to construction and completion. His consistent contact with clients ensures careful management of projects as they progress. Most recently, Mustafa has served as Design Principal overseeing the Abu Dhabi International Airport, one of the largest projects currently under construction in the world. The project will dramatically increase the airport’s capacity, allowing it to process up to 80 million travellers per year and confirming Abu Dhabi’s status as both a global business centre and luxury destination. In Dubai, Mustafa has also worked on the Downtown West development in the city’s new Opera district. Other recent projects in the Middle East include the financial headquarters of Ziraat Bank in Istanbul, which draws on Turkey’s rich cultural heritage to create a distinctive silhouette within the city’s emerging International Financial Centre. Mustafa’s experience in Asia includes the Gemdale mixed use development, which will form the heart of the rapidly developing Zhongxin District in Shenzhen, China. The project is currently under construction and includes a 375m tower. In Malaysia he is working on the KLCC Cultural Hub development which includes a 700m tower and in South Korea a mixed use project with an area of over 3.1 million sqft in Daejeon City. As Senior Planning Manager for the Abu Dhabi Urban Planning Council Uwe oversaw all government led planning and growth management projects within the Abu Dhabi Emirate. During his years at the Siemens corporation in Munich, Mr. Nienstedt served as Vice President and Head of Urban Development, a cross divisional platform to support mega projects worldwide. Mr. Nienstedt was responsible for leading Siemens’ Mega Cities initiative, a key account function for the most complex metropolitan public customers and their specific needs in sustainable infrastructure. As Chief Architect for Siemens he was responsible for the re-development of all unutilized production facilities as well as all new Siemens office building design and construction worldwide. During seven years with Foster and Partners, Uwe became the Managing Director for the German subsidiary. He was the Project Director for the Reichstag (German Parliament), and Head of Berlin office as well as Project Director for the Commerzbank High-rise and Head of Frankfurt office. With over 16 years of professional experience in architecture, Ignacio has been responsible for project design and management, specializing in master planning, hotel and leisure, residential and cultural projects across the Middle East. Mary Jane RooneyProfessor of Architecture , Head of Architecture School of Energy, Geoscience, Infrastructure and Society Heriot Watt University Mary Jane Rooney is Professor and Head of Architecture at Heriot Watt University Dubai. She is a RIBA chartered Architect with extensive experience gained as Head of Architecture at London South Bank University. She is well known in Ireland and the UK for her contributions and commitment to architectural and design education. Her role at Heriot Watt is to promote excellence across the architecture program in the quality of design, research and thinking that can contribute to a sustainable, resource and energy efficient society. For almost a decade (2006-2015) in the UK she has provided academic leadership and design expertise across a portfolio of design courses and led on curriculum development and professional validation for architecture. Her contributions to architecture and design education have been recognized through an number of awards including two civic trust awards for design projects, the award of a senior teaching fellowship, the exhibition and publication of both design project work and student successes. She has worked at both urban and architectural scales on a number of regeneration projects including Birmingham Jewelry Quarter, Burgess Park London, Smithfield Meat Markets and Leyton Fire Station. Many of the projects she worked on involved the creative adaption of new programmes at urban and architectural scale. Her work in bridging between academia and the professions has been recognized by an RIBA/ SLSA Excellence in Design award. Professor Rooney has been a member of the Standing Chairs Conference of Schools of Architecture in the UK (2009-2015) and is a Senior Fellow of the Higher Education Academy. She has experience of international standards through her work as Erasmus coordinator, as panel member for RIBA Visiting Boards (and as an examiner on behalf of the Architects Registration Board (2015). She has also been juror, external examiner, judge and advisor to a number of UK schools, in Scotland (Glasgow School of Art), and in France (Paris and Strasbourg) where she has been a member of the HMNOP Juries since 2007 at L’Ecole Speciale D’Architecture in Paris. She represented the UK Schools of Architecture in the debate between Schools and Academia initiated by the Architects Council of Europe and the European Network of Heads of Schools of Architecture. She studied in Ireland, France, Rome and the UK and is a qualified architect and urban designer who studied at LSE on the prestigious Cities Program. Her key design and research interests are the relationships between architecture, the city, and society. The best new architecture of 2018
If 2017 was a momentous year, with sumptuous billion-pound offices for Apple and Bloomberg at one end of the scale and the tragedy of Grenfell Tower at the other, 2018 promises to be one in which architecture reaches new heights — quite literally in the UK, where the number of completed skyscrapers (more than 150m tall) will more than double in the space of 12 months.
The trend for building ever higher shows no signs of abating, with work on the 1km-tall Jeddah Tower in Saudi Arabia, 172m taller than the Burj Khalifa, on course to be completed at the end of 2018 or early 2019. However, most of the headline-grabbing projects this year will be cultural rather than commercial or cloud-piercing.
The “Bilbao effect”, where a landmark museum or gallery translates into instant economic regeneration, is still just about alive and twitching, and will be expected to work its magic in places as diverse as Dundee and Datong. It doesn’t hurt that such prestigious projects, with their commendably large budgets, tend to attract the best international talent. Here, then, are the top ten buildings to look forward to in 2018.

The Dubai labour camp, located near Al Maktoum International Airport, will reportedly be able to accommodate 2,500 workers, while the Abu Dhabi facility will have a capacity of 5,000.
The labour camp projects are part of the company's strategy for 2020, as is its planned seven-star hotel in Ruwais, Edward explained, revealing that the hotel will feature water chalets.

Art Jameel Will Open New Creative Complex in Jeddah, Saudi Arabia in 2019
Art Jameel is set to open Hayy: Creative Hub, a roughly 55,800-square-foot complex in Jeddah, Saudi Arabia, that aims to be a community-based incubator for contemporary art, comedy, theater, and filmmaking. The three-story development, which will open in 2019, is designed by Dubai-based architecture firm ibda design and located in the city’s northern Al Mohamadeyah neighborhood.
Established in 2003, as the arts branch of the Jameel Family’s philanthropy, Art Jameel has maintained offices and programs in both Dubai and Jeddah since its founding. The organization will also open the Jameel Arts Centre, which will focus on research and organizing exhibitions, in Dubai later this year.
In regard to the two different spaces opening in Dubai and Jeddah, Art Jameel director Antonia Carver said the organization tried to respond to the different needs of the two cities. Carver called Jeddah “a fast-growing creative community” but one that is diffuse and spread across the city. The hope with Hayy is to bring together the diversity of the city’s artistic and cultural communities in one place. “Jeddah has always been a cosmopolitan city,” Carver told ARTnews by email. “It’s a port city and a gateway for pilgrims heading to Mecca and Medina. . . . The Jameel family comes from Jeddah, so this is a homecoming, too.”
Art Jameel is an international arts organization that has been integral to supporting art and artists from the Middle East, both within the region and internationally, most notably through its Jameel Prize, which it awards annually with the Victoria & Albert Museum in London. The organization also began a partnership last year with the Metropolitan Museum of Art in New York to help the Met acquire modern and contemporary art from the Middle East.
The Hayy complex will include a 1,640-square-foot arts center for Art Jameel’s own programming, as well as four artists’ studios, a theater, and spaces for 12 partnering cultural organizations, among them labs focusing on entrepreneurship and filmmaking. Its tenants will be announced later this year.
“This is very much a community effort from the get-go. For its exhibition space in Hayy, Art Jameel will look to work with international artists and institutions to place them in dialogue with the other, more regionally focused tenants that will take up residence. The art scene of Saudi Arabia has received more international attention as of late, mostly recently when it was revealed that the Saudi crown prince, Mohammad bin Salman bin Abdulaziz Al Saud, was the buyer of the record-breaking $450.3 million Salvator Mundi, which sold at Christie’s in New York in November.

Azizi Developments said last week that its AED780 million Mina by Azizi project on the Palm Jumeirah has also progressed ahead of schedule and is expected to be delivered by Q2.
The company is also working on other projects in Meydan, Dubai Healthcare City, Palm Jumeirah, Al Furjan and Jebel Ali.

BNC report lists top Saudi development projects
A significant number of expansion and redevelopment projects are among the 10 highest value construction projects in Saudi Arabia, according to the latest “Top Projects in Saudi Arabia” report prepared by the BNC Network for The Big 5 Saudi. The multi-development expansion of Makkah’s Grand Mosque and the redevelopment of Jeddah’s downtown are included in the list.
The BNC report revealed that the expansion and redevelopment of existing structures and areas is a main theme.
1. Al-Faisaliya City
The $25 billion Al-Faisaliya City concept for the western coast of Makkah stands at the top of the BNC list in value. The development will spread across an area of 2,450 square kilometers and will provide 995,000 housing units to accommodate 6.5 million people.
2. Grand Mosque
With an estimated completion date of mid-2018, the $21.3 billion expansion project will be divided into three phases. The expansion will include the addition of a new seven-story building with 74 prayer halls, an ornate prayer hall spread over 250,000 square meters and a 5,000-square-meter central ceremonial area.
3. Dahiyat Al-Fursan
Valued at $20 billion and due for completion by 2020, the residential project involves the construction of 100,000 houses and infrastructure works.
4. Al-Ruwaid redevelopment
The Jeddah-based project is expected to be completed by 2030. It involves the redevelopment of Al-Ruwais district and transforming a slum area into an urban district.
5. King Abdullah Security Compounds — Phase 5
Phase 5 of the King Abdullah Security Compounds under development by the Ministry of Interior is valued at $8 billion and is expected to be completed this year. The entire project will involve the construction of 369 security compounds.
The other projects in the list include: Al-Shamiya and Mataf expansion, Mall of Saudi, New Jeddah Downtown — Phase 1, The Avenues — Al-Malqa, and Riyadh Medical Village

Saudi Arabia Still Building World's Tallest Tower Despite Complications From Corruption Crackdown
Saudi Arabia's construction of the tallest tower in the world is still going ahead, despite the recent crackdowns on corruption in the country, which lead to the detention of some businessmen who were backing the plan
Construction of the world’s tallest skyscraper in Jeddah is going ahead, the head of the consortium behind the $1.5 billion project said, despite the detention of some businessmen backing the plan in Saudi Arabia’s crackdown on corruption.
His comments were a sign that the government is trying to prevent the purge from disrupting major economic development schemes, even as authorities seize billions of dollars of assets from detainees in settlements of allegations against them
“We have faced delays. In projects of this magnitude you always have delays -- I hope we’ll recover the delays we’ve had. We will be open for business by 2020, hopefully,” Mounib Hammoud, chief executive of Jeddah Economic Co (JEC), said in an interview.
JEC is owned by Saudi investors including Kingdom Holding Co, which has a 33 percent stake, and construction giant Saudi Binladin Group, which has 16.6 percent and is the project’s main contractor. Both those companies were affected by the corruption purge.
Kingdom’s owner, Prince Alwaleed bin Talal, was detained for nearly three months before being freed in January. He insisted publicly he was innocent of any wrongdoing, but Saudi officials said he agreed to an undisclosed financial settlement after admitting to unspecified “violations”.
Binladin chairman Bakr Bin Laden and some family members were also detained, and the firm said last month that part of their shareholdings in it might be transferred to the state in a settlement. Most or all of the men have now been released.
The government said last week that financial settlements reached with dozens of people totaled over $100 billion so far, and that assets including real estate, shareholdings, securities and cash were being seized.
Hammoud said there had been no changes in ownership of the JEC, however.
Construction has reached the 63rd floor and the superstructure - the concrete shell and the cladding - is to be completed next year, Jomah said, adding that delays in some areas were inevitable because of technical challenges.
The concrete mix has to be approved by a structural engineering firm in Chicago every month, given the potential impact on it of Jeddah’s changing temperatures and winds, while experts must check almost every week that the tower is 100 percent vertical.
“Between theory and application, what has been designed and what is actually on site - that is quite another world,” Jomah said.
JEC will sign this week a contract with power utility Saudi Electricity Co to build a 134 megawatt substation to serve the project, Hammoud said, adding that his company had begun negotiations with investors to build hotels at the site.

Market Overview
2017 was a tough year for the UAE’s design and construction industry, which was impacted by low oil prices and political uncertainty. Many firms expected a tough first half of the year and believed a release of funds and approvals on projects would come in Q3. Although this was not the case, some industry stakeholders saw signs of recovery towards the end of Q4.
With regard to 2018, Gillard is positive and notes that sustainability will drive overall development within the UAE. “We are cautiously optimistic that 2018 will improve in terms of opportunities and revenue over 2017. Oil prices seem to be settling at a higher rate, while the impact of VAT is yet to play out, particularly where resources are located outside the UAE. GDP levels of spending suggest a more positive 2018 and into 2019. We continue to see sustainability at the core of the strategic development of the UAE vision.”
Drilling deeper into how the market may shape up in 2018, Gillard points out that social, hospitality and mixed-use complex projects could be responsible for driving the construction sector forward. “Despite market challenges, a number of market drivers will continue to have a positive impact into 2018 and beyond. Some of the potential drivers will be the volume of project awards, the government’s budget refocus and spending plans, with a focus on those segments to equip the country as it transitions towards a knowledge- and tourism-based economy. All these drivers are expected to stimulate the UAE’s economy in 2018 and beyond.”
VAT was introduced in the UAE and across other GCC countries on January 1, and although it has yet to have a significant impact on the construction industry, Gillard notes that it will become important for SMEs to manage the process effectively as its impact becomes more profound.
The UAE continues to be an extremely competitive market, and Gillard notes that KEO will have to address a few critical challenges in 2018. “Keeping our best talent while meeting increasing client expectations in an extremely competitive market is one of the key challenges. GAJ draws influences from Arabic culture for Al Bait Sharjah design
Al Bait Sharjah joined the portfolio of General Hotel Management (GHM) in the United Arab Emirates. The boutique hotel, located about 15 miles north of Dubai, is part of the UAE’s preservation project called “Heart of Sharjah”, a heritage project planned over a 15-year period and targeted for completion by 2025 that aims to revitalize the district.
The property was developed in partnership with Shurooq (the Sharjah Investment and Development Authority). The architecture and design of Al Bait Sharjah was undertaken by UK architectural firm GAJ.
The architecture and interior design of the 53-guestroom hotel reflect the influence of Arabic culture, and mirror the aesthetic of the surrounding buildings in the district.
Al Bait’s new structures follow traditional Sharjah architecture, and were constructed from the restored foundations of old houses that once belonged to the families living in the area.
Conservation features include a direct connectivity and access to Souq Al Arsah, a traditional bazaar and marketplace; conservation of the last remaining round wind tower (a traditional method of ventilation); and incorporation of handcrafted thatched roofs and motifs into the ceilings of the hotels’ buildings.
For dining, the property has The Restaurant and The Café.
Other amenities include a spa that is the first in the GHM portfolio to have a hammam as part of its treatment facilities.

Crown Prince Mohammed bin Salman announced plans for the 26,500 square km zone, known as NEOM, at an international investment conference in Riyadh last October. Officials said public and private investment in the area was eventually expected to total US$500 billion (S$664 billion).
The palaces for the king, crown prince and other senior royals, to be located on the Red Sea coast about 150 kilometres west of the city of Tabuk, are among the first contracts awarded for NEOM, said the sources who declined to be named as an official announcement has not yet been made.
The government's Centre for International Communications and NEOM's management team did not immediately respond to requests for comment.
Saudi Binladin Group, the country's biggest construction firm, has been mandated to build one of the palaces in a sign that it retains the government's support despite the recent detention of some of its owners in a crackdown on corruption, the sources said.
Binladin chairman Bakr Bin Laden and several family members were held alongside scores of princes, senior officials and businessmen in the purge, which was announced in November.
Last month, Binladin said some owners of the firm might transfer part of their stakes to the state in a financial settlement of allegations against them, and most or all of the family members have now been released. A Binladin spokesman could not be reached for comment.
Banks have started offering financing facilities to builders of the palaces, one source said. The sources said they could not confirm the cost of the buildings.
A project design document seen by Reuters showed opulent buildings with modern and traditional Moroccan-style architecture featuring Islamic designs and colourful ceramic tiles. The complex of palaces will include helipads, a marina and a golf course.
NEOM, with its own judicial system and legislation designed to attract international investors, is to focus on industries such as energy and water, biotechnology, food, advanced manufacturing and tourism, according to officials.
Some companies, including Japan's Softbank, have said they are prepared to invest in NEOM, but major, concrete business investments have not yet been announced.

The Qingdao Eden Project
Themed around water, the £150 million park will feature the world's largest indoor waterfall. At more than 50 metre high the waterfall will be approximately the same height as Niagara Falls on the border of USA and Canada.
The park will be built on an area of reclaimed land originally used for salt production at the confluence of two rivers in the coastal city, where an angular International cruise terminal recently opened.
Jolyon Brewis, partner at Grimshaw Architects, told Dezeen, "the Qingdao Eden Project continues our approach of creating beautiful structures inspired by the efficiency of nature, made unique by the specific requirements of the location and theme."
The image was revealed as a development agreement was signed between Eden Project International and China Jinmao Holdings, which sets out design, construction and operation terms for the project.
David Harland, Eden Project International's chief executive, described the agreement as the "biggest step we have yet taken towards opening an Eden Project in China".
First announced in 2015, details of Eden Qingdao are now being revealed, with construction scheduled to start later in 2018 and an opening date set for 2020.
Grimshaw Architects designed the original Eden Project in a former clay pit in Cornwall, which opened in 2001.
The practice is currently working on four further Eden Projects in China. Along with the park in Qingdao, an outpost is planned for the historic city of Yan'an in northern China.

Sheikh Mohammed bin Rashid reveals Dh7 billion housing plan for Emiratis
More than 7,000 homes will be built for Emirati families across the UAE in one of the largest social housing projects in the country.
Details were revealed as Sheikh Mohammed bin Rashid, the Vice President and Prime Minister and Ruler of Dubai, approved the Dh7.2 billion budget for the three year house-building programme.
In total 7,270 homes will be delivered by 2021.
Chairing a cabinet meeting on Sunday at the Presidential Palace, Sheikh Mohammed said: "His Highness Sheikh Zayed bin Sultan Al Nahyan set the cornerstone and established an integrated housing system in the UAE at the service of the citizens which has been contributing the well-being and prosperity of our people."
He said about 80 per cent of Emiratis own their homes, one of the highest levels globally.
"Under the directives of His Highness Sheikh Khalifa bin Zayed Al Nahyan, we have implemented housing projects in various emirates with the highest standards of quality and sustainability and with careful consideration of the social style of the Emirati family," Sheikh Mohammed said.
"We have directed the concerned authorities responsible for housing projects in the UAE to provide the residential neighbourhoods with the best infrastructure services to meets the aspirations of our people."
The locations of the new communities have not yet been set out.
In November, another housing project was set out, the largest single new community in Abu Dhabi to date, housing 200,000 people.
Named Riyadh City, it will be located between southern Shamkha and North Al Wathba and comprise 45 per cent of Abu Dhabi's residential land.
On Sunday, the Cabinet also issued a decision approving a national strategy to establish and strengthen research between the health sector and academic institutions across the country. The strategy aims to create health research centres that contribute to finding solutions to current health concerns.
The Cabinet also issued a resolution on community green spaces planned for educational institutions, residential complexes and government buildings.

Bahrain's new waterfront project set for 2019 launch
Work is progressing at a steady pace on the Saada West, a seafront property development coming up in the Muharraq area of Bahrain, with the reclamation now fully completed.
Endorsed by Bahrain's Prime Minister HRH Prince Khalifa bin Salman Al Khalifa, Saada West is being developed by Bahrain Real Estate Investment (Edamah), the real estate arm of the Bahrain Mumtalakat Holding Company (Mumtalakat), reported BNA.
A mixed-use waterfront development with both retail and hospitality services, located at the entrance to the old city, Saada West is envisioned to house a promenade with family entertainment, an experience of harbour-side dining and a modern marina hosting an array of boats, it stated.
The project is being implemented in two phases - wherein the first phase (reclamation works) has now been completed, while the second phase involves the construction of seven buildings with a total of 45 retail and food and beverage units in addition to a multi-storey car-park building, said the report.
The seafront property is likely to be completed in May next year and operations set to begin the following month.
"The contemporary development of Bahrain’s historic city, Muharraq, is designed to enhance regional culture tourism and family entertainment," remarked Essam Khalaf, the Minister of Works, after inspecting the project site.
"I am very pleased to see how the area is progressing and look forward to the upcoming stage of building works and development," stated Khalaf, while touring the site along with Khalid Al Rumaihi, the chairman of Edamah.
The latest real estate development by Edamah was embarked upon to develop Muharraq’s waterfront area, linking residents and tourists with the country’s heritage heartland.
Alongside the contemporary retail spaces which will be connected to the city’s traditional suq, a car-parking facility will be built to accommodate up to 500 cars in line with the requirements of local inhabitants and visitors.
"In line with the vision set by HRH Prince Khalifa bin Salman Al Khalifa, the Prime Minister, the team in Edamah has been working very hard to ensure the area’s development is conducted smoothly," remarked Al Rumaihi.
"The second phase in which contracting works are to take place is about to start and we expect to award a contractor for the project by May," stated Al Rumaihi.

Managing director for the Middle East region, Stephen Embley, said: “We wanted to replicate a successful business model in which we work alongside a local provider who can offer high-end design and is able to deliver what the local market needs.
“We do not want to be part of a ‘flying in and flying out’ culture. We want to be part of the fabric of the region. When we met up with Omid we felt he had all the necessary qualities, including placing a high importance on research and development.
“This is also part of our policy to encourage a mix of races and cultures and both men and women within our business.”
The company has offices based across the world, in places as disparate as Moscow, Istanbul, Berlin, Prague and Bogota.
However each is locally administered and while expertise is shared, a financial setback, such as one the company experienced when Russian projects were halted, does not hit the rest of its global operations.
Current projects in Dubai from Aukett Swanke include a mall which is based on the IKEA model, where customers will examine products in a showroom, ranging from items of furniture to full-fitted rooms, and then order them online to be delivered from the client’s Chinese manufacturing plants.
Another development is a 370 key top-range hotel on Yas Island, Abu Dhabi, but it is in the area of refurbishment that the company is becoming increasingly active.
Among its most recent projects are refits of the Kempinski, Address and Atlantis hotels in Dubai.
Globally the company has been recognised for its expertise in the area of retrofitting, including work on the Grade II Listed Ten Trinity Square in London, site of a Four Seasons hotel and residences, along with the city’s modernist Adelphi Building, a River Thames landmark.
In the UK similar developments have also been low-rise and situated away from large city centres. However the firm sees that its approach can be broadened to encompass more ambitious projects.
“We have been working on the site of the Sochi Winter Olympics in Russia,” said CEO Nicholas Thompson. “There were large blocks built for temporary accommodation [for athletes and officials] and these were all designed so they could be converted into flats, providing a legacy use by recycling the space in differing layouts.”

Will Saudi Arabia’s latest megacity venture deliver on the hype?
In the process of diversifying its economy to become less reliant on its oil reserves, Saudi Arabia recently announced the launch of a megacity and special economic zone called Neom. GRI assesses its potential.
A futuristic project
On 1 January 2018, the Saudi authorities converted the government-owned oil company Aramco into a joint-stock company, with plans to sell 5% of its shares this year. The move is one of Saudi Arabia’s latest efforts to attract more investments and become less reliant on oil as the main source of state revenue. The sale of Aramco’s shares is also expected to finance a new project announced by Crown Prince Mohammad bin Salman (MBS) in October 2017: Neom.
Neom will be a megacity, an innovative business hub, and an independent economic zone (IEZ), all rolled into one. The Kingdom has already announced that its Public Investment Fund will put more than $500 billion into backing the project. It will span 26,500 square kilometres across three countries: Saudi Arabia, Egypt, and Jordan, and be strategically located by the Red Sea. The first phase is expected to be completed by 2025.
The IEZ will be regulated by its own laws and social norms, sheltering investors from the restrictions associated with Saudi Arabia’s conservative legislative framework. But its main purpose will reside in its innovative business and economic components, with the hope of attracting billions in investments from foreign state funds and companies.
Nine specialised sectors will be available for investment, including biotech, food, media, and entertainment, but especially energy – the clean kind.
The energy sector and Saudi Arabia’s Vision 2030
The Neom project is intended to follow “a new blueprint for sustainable life.” This includes setting up renewable energy industries to produce wind, solar and water power aimed at making Neom a self-sustaining area and eventually providing clean energy to the country.
Clean energy production fits well with Saudi Arabia’s Vision 2030 programme, which underlines the need to undertake an overhaul of its weakening economy (GDP growth fell to 0.7% for the year 2017, compared to 4.1% in 2015) by moving away from oil.
According to the latest official figures, oil and gas make up about half of Saudi Arabia’s GDP and almost 90% of earnings derived from exports, making the country one of the most significant players in the market of oil worldwide. However, oil prices have shown a propensity to fall. As a result, the Kingdom has outlined an initial target of producing 9.5 gigawatts of renewable energy in its Vision 2030.
A sufficiently realistic project to seduce investors?
Neom is only the last in a string of economic megacity projects undertaken by Saudi Arabia. These have not exactly been a resounding success: for example, the King Abdullah Economic City launched in 2005 on the coast of the Red Sea is only one-fourth developed or under development.
The current initiative also shows some indications of aiming higher than it can attain. Neom is described in overblown terms as “a new kind of tomorrow in the making”. Its gigantic size, diverse investment sectors, and the associated labour demand are almost utopian in scale. In total, the Saudi government expects around half a trillion dollars to be invested in the project in the next few years.
However, interest thus far has been strong: the Russian Direct Investment Fund has already announced that it would invest billions of dollars in Neom by establishing several companies working in a number of sectors, including energy, artificial intelligence and high-speed transport. Japan’s SoftBank Group has indicated that it will contribute to building up the solar energy industry in Neom via direct investments of up to $15 billion.
Outlook
Among the risks facing the project, most notable to watch are regional tensions and the potential for social discontent.
Firstly, Saudi Arabia is of course not the only regional power aiming to position itself as an innovation hub and pioneer in renewable energy. In the UAE, Dubai has a head start in pursuing a similar strategy, among other things by launching the world’s largest Concentrated Solar Power project in 2017. Dubai also purports to become a global producer of clean energy over the next few decades. Despite MBS’s assurances that Neom will be good for Dubai, the project by its very nature is poised to be a source of renewed rivalry between the Kingdom and the UAE, and it’s not clear that Saudi Arabia has the advantage in terms of ability to attract investment.
Another neighbour, whose territory will be partly occupied by Neom, is Jordan. Tensions between the governments of Saudi Arabia and Jordan have arisen due to their differing stance on the question of Jerusalem as Israel’s capital and the recent detention of the Jordanian-Saudi businessman Sabih al-Masri, officially on corruption-related grounds. Deteriorating diplomatic relations risk slowing the progress of Neom’s development – as a high-profile, symbolic undertaking, it would be a logical target for the Jordanian side.
Finally, the Kingdom’s efforts to prevent social unrest due to recent cuts in welfare programmes and an unemployment rate which reached 12.8% in the second quarter of 2017 need to be maintained. One of Neom’s stated goals is to create employment. However, MBS reportedly said that “it is not Neom’s duty to create jobs for Saudis,” which is contrary to the government’s directive to operate a “Saudisation” of the workforce over the past few years after high unemployment rates sparked protests during the Arab uprisings in 2011. Attracting thousands of foreign workers in a country where companies already heavily rely on a foreign workforce risks provoking discontent among Saudis and creating social instability. This in turn could result in less enthusiastic state support for seeing the project through to completion.

MAG Lifestyle awards Dubailand project contract
MAG Lifestyle Development, the development arm of UAE-based property developer MAG Group, has appointed Seidco General Contracting as the main contractor for the group's prestigious residential landmark, MAG 230, to be developed in the heart of Dubailand, in a deal worth Dh300 million ($82 million).
In addition to being part of the master plan for ‘City of Arabia’, it is designed to be an independent complex and will have access to the new metro system, providing prospective tenants with 595 luxury apartments, said the statement from the company.
The project ensures that residents have easy access to the city as it is located on Sheikh Mohammed bin Zayed Road, just a 15-minute drive from Dubai International Airport and 12 minutes from Downtown Dubai.
MAG Group said it is forging ahead with the landmark development with 23 per cent of the project already being finalised. The construction is progressing in line with the Q4 2019 completion date, reflecting MAG LD’s meticulous approach to development and delivery, it stated
Seidco General Contracting has reached a major milestone at MAG 230 by completing the concrete raft slab and commencing construction on the vertical elements. Eight concrete pumps worked day and night for three days to make this headway.
CEO Talal Moafaq Al Gaddah said: "At MAG LD, we are committed to delivering our projects on time and to the exceptionally high standards that we promise all our customers."

Grimshaw Architects has released the first visual of the Eden Project in Qingdao
The Qingdao Eden Project, planned for the city on the east coast of China, is currently being designed by the British practice as part of the ecological park's international expansion plans.
Themed around water, the £150 million park will feature the world's largest indoor waterfall. At more than 50 metre high the waterfall will be approximately the same height as Niagara Falls on the border of USA and Canada.
The park will be built on an area of reclaimed land originally used for salt production at the confluence of two rivers in the coastal city, where an angular International cruise terminal recently opened.
Jolyon Brewis, partner at Grimshaw Architects, told Dezeen, "the Qingdao Eden Project continues our approach of creating beautiful structures inspired by the efficiency of nature, made unique by the specific requirements of the location and theme."
The image was revealed as a development agreement was signed between Eden Project International and China Jinmao Holdings, which sets out design, construction and operation terms for the project.
David Harland, Eden Project International's chief executive, described the agreement as the "biggest step we have yet taken towards opening an Eden Project in China".
First announced in 2015, details of Eden Qingdao are now being revealed, with construction scheduled to start later in 2018 and an opening date set for 2020.
Grimshaw Architects designed the original Eden Project in a former clay pit in Cornwall, which opened in 2001.
The practice is currently working on four further Eden Projects in China. Along with the park in Qingdao, an outpost is planned for the historic city of Yan'an in northern China.

Snøhetta Just Designed the World's Most Beautiful…Fish Market?
A new seaside edifice in Muscat, Oman, the eye-catching structure nodsaesthetically to the curving shapes of fish and Arabic calligraphy
Snøhetta, known for artsy, large-scale projects like the SFMOMA expansion, just inaugurated what might be the world’s most design-conscious fish market in Muscat, Oman’s expansive capital city. The 4,000-square-meter (43,055-square-foot) building shines bright white on the corniche of Muttrah, Oman’s largest harbor. The curved edifice hugs the crescent waterfront, responding to the city’s maritime settings. Several details take a semi-literal approach to the building’s function, its slim aluminum canopy and wavy body making obvious references to the shape of a fish as well as to the graceful curves of Arabic calligraphy.
While its neighbors Abu Dhabi, Dubai, and Doha seem locked in a sky-piercing arms race of which can build the tallest hypermodern high-rises the fastest, the Sultanate of Oman’s lovely capital takes a decidedly different approach to urbanity, with no building exceeding 14 stories. The concerted effort to keep its mellow pace of life and skyline has preserved sites like the traditional souk, steps away from the fish market, where a labyrinth of alleyways radiating under the wooden roofs are packed with dimly lit, incense-infused shops glittering with gold, spices, and tapestries. The old fish market, dating back to the 1960s, however, was a sad cement affair splattered with fish guts and blood.
Now, with this recently opened market, built on a new site close to the old one, Muscat is demonstrating to its neighbors yet again that you don’t have to build a Brobdingnagian structures to wow and draw visitors. Playing with light and shadow created by its canopy, the market at once reveals and teases. The perforated, radial walls allow plenty of light and sea breezes to pass through while blurring the boundaries of the building and the city. The corniche, the coastal promenade running along Muttrah’s harbor, has long been a popular place, with evening strollers and bike-share users. The fish market is firmly a part of this very public realm
This isn’t just a prestige project without function, either. More than a hundred fish sellers are expected to join vegetable and fruit stalls as well as coffee shops and a rooftop restaurant in the works. Best of all, this high-design market does not stand out from Muscat’s profile of boxy white houses stacked on deep ravines and waterfront bluffs. Harmony might be its strongest suit.
Tender for Czech Expo 2020 pavilion in Dubai launched
Prague, Feb 1 (CTK) - A tender for the design of the Czech pavilion at the 2020 World Expo exhibition in Dubai was launched by the office of the Czech general commissioner for Expo on Thursday, which invited domestic and foreign companies to submit their bids which have to represent Czech culture.
The contestants are asked to submit their proposals as of February 15. The winner will be known by the end of May.
The budget of the Czech participation in Expo 2020 will be between 250 and 310 million crowns, the office said.
The office put up the tender during the opening of an exhibition in the Technical Museum in Prague, which presents various Czech pavilions at Expo exhibitions, including those designed but never built.
There are the models of the victorious pavilions from the 1937 Expo in Paris, the 1958 Expo in Brussels, and other seven designs linked to the Expos in Paris in 1937, New York in 1939 and Milan in 2015.
The Czech Republic gained a plot for its pavilion in the Dubai exhibition grounds in October 2017, when the organisers approved its "Czech Spring" concept and allotted a plot of almost 2,200 square metres near the main entrance to the Czechs.
The Czech pavilion will present a monumental installation of design glass by the Lasvit producer and the S.A.W.E.R system that produces water from the air by means of solar energy and can cultivate deserts. The rotating exhibition will change every two weeks.
The pavilion will also offer a restaurant and a hall for lectures and discussion meetings.
The Czech Republic will hire its pavilion for six months, for 90 million crowns at the most, and then return it to the owner, the office for the Czech participation in the Expo said.
Like in the case of the previous Milan 2015 Expo, the private sector will contribute to covering the costs of the Czech participation.
$15bn in deals signed at Abu Dhabi Sustainability Week
The deals include financing for solar energy, waste management, and water projects
Over $15 billion worth of projects and funding were announced at the World Future Energy Summit (WFES) in Abu Dhabi and co-located events, the International Water Summit and EcoWASTE Exhibition, it was announced on Monday.
Among the deals signed were a letter of intent the International Solar Alliance with YES Bank for its first financing commitment of $5 billion by 2030, in addition to nine solar projects across five ISA member countries, including the UAE, Nigeria, India, Saudi Arabia and Spain.
Additionally, Saudi Arabia announced its intention to launch $7 billion worth of renewable energy projects in 2018, which form part of the country’s larger aim of having 9.5 gigawatts (GW) of solar and wind capacity installed by 2023. The majority of the funding is expected to be spent on solar panels, with four GW of solar energy projects to be contracted throughout 2018.
At the International Water Summit, the Abu Dhabi Water and Electricity Authority (ADWEA) announced the completion of a $435 million strategic desalinated water reserve. Located in Liwa, the project will eventually house 26 billion liters, making it the largest manmade water reserve in the world.
On the second day of the summit, ADWEA also announced a $1.2 billion project to build the world’s largest reverse osmosis water desalination plant in Abu Dhabi, with operations slated to begin in October 2021. The plant will have a capacity of 200 million imperial gallons of water per day.
The water summit also saw $5 million worth of research grants being awarded to groups from the USA, Russia and China involved in rain enhancement research.
At the concurrent EcoWASTE exhibition, Tadweer (Abu Dhabi’s Centre of Waste Management), announced five waste management contracts worth $45 million with a number of local and international private companies. According to Tadweer, the deals will expand environmental waste solutions throughout Abu Dhabi and generate jobs.
Meanwhile, Masdar and Bee’ah announced financing commitments that had been secured for the Sharjah Multi-Fuel Waste-to-Energy Facility, a joint venture that will have the capacity to treat 300,000 tonnes of waste and a power capacity of 30 MW.

The Middle East's cladding sector is undergoing an evolution
Technology adoption has accelerated over the past couple of years, with every industry starting to digitise in one way or another.
The construction sector, however, has proven to be more resistant than most towards this shift to smarter solutions, and slower in its acceptance of digital approaches to designing and building projects.
Cladding dictates how a building appears and how it forms part of an overall urban environment, so the right choice of materials and an appropriate design are the deciding factors in whether it is ultimately fit for purpose, say design and build professionals.
Thermal, acoustic, and fire resistance requirements are vital factors to take into account, from concept design through to maintenance, and the more ambitious the project, the greater the need for attention to detail, says Avinash Kumar, associate partner at Dubai-based architecture firm Godwin Austen Johnson (GAJ).
“While the aesthetics of a building’s façade are important, cladding also has a vital role to play in improving efficiency.
“Currently, wall cladding is primarily made from wood, concrete, aluminium, or glass, and photovoltaic (PV) cells with aluminium are currently the most common type of cladding. This is normally comprised of an outer layer of aluminium sheet followed by insulation boards,” he explains.
“External thermal insulation composite systems (ETICS) or external insulation finishing systems (EIFS)have [historically] been the most effective type of cladding. They use an insulation board that can be cut and shaped into any form. This envelops the building, eliminating any heat bridging.”
Techniques are evolving throughout the industry, however, according to Kumar.
“Some of the newly introduced cladding systems are made from terracotta, concrete fibre boards, and single-component metal cladding panels,” he says.
“Single-component metal cladding systems are more user-friendly and don’t contain any composite material, making them non-combustible. The UAE market has seen a change in Dubai Civil Defence norms, which have banned all composite metal panels that have combustible cores.”
He continues: “In the past decade, architects in Dubai have been experimenting with different materials, and we have seen a few new types of cladding materials, such as perforated screens, wood plastic composite (WPC) panels, and timber panels, being used in low-rise built forms. We are also starting to see an increase in the use of mineral fibre panels replacing the old, traditional metal panels.”
Steve Daniels, built environment leader for the Middle East at Aurecon, agrees that innovations are taking place throughout the field of exteriors. “The world of façade engineering is going through an exciting evolution. Curious architects and developers ask what’s possible, and we now have the technology to make almost anything possible,
He adds: “At Aurecon, we use virtual reality to demonstrate to our clients a 3D visual mock-up early in the design process. In this way, architects, suppliers, and owners can examine the different combinations of glass, system colours, and sizes – and their associated costs – without going through the time-consuming and costly process of a physical mock-up.”
According to engineering consultant Ramboll, the extent of the innovations within the field of cladding are wide-spread, but they are “only being reflected incrementally on most projects”.
“We are seeing exciting innovations in construction, such as robotic construction, 3D printing, the use of adaptive or responsive systems, alternate materials such as composites, and further adoption of modular construction,” the company says.
“Innovations in design include the adoption of parametric design, more precise simulation models, and complex geometries. However, on the majority of projects the innovations may be incremental or quite hidden, for instance through the use of nano-coatings, more sustainable materials, recyclable materials, better performing insulation, self-healing materials, and so on.”
Among the global innovations are ceramic tiles that help to scrub the air clean of vehicle emissions, which are currently being developed for transport hubs, as well as water-sensitive materials that seal themselves in the event of rain and allow air to circulate during dry weather.
These are among the “smart cladding” solutions that Kumar says are set to become an increasingly important part of building construction.
“Looking ahead, one area that is going to grow is smart façades – implementing strategies to manage and reduce radiant and convective heat loads outside the building before they can reach the interior,” he explains.
Daniels emphasises the importance of the role that exteriors can play in the success of any construction project. He also warns, however, that experience of design and implementation is vital throughout the project.
“A façade is one of the key influencers that determine the value, commercial success, and project risk of a building, but it is also one of the most common sources of building failure. Few people realise how complex a façade system can be,” he says.
“In a typical 30-storey building, for example, there will be approximately 18,000m2 of façade. This will consist of approximately 3,000 panels, with each panel having approximately 300 parts constructed from various materials. This adds up to nearly a million parts, so it is no wonder that things can go wrong if proper controls are not in place.”
Daniels continues: “Some of the conditions that a façade needs to accommodate include wind speeds that can go above 100km per hour; temperature differences, and associated thermal expansion of up to 80°C; plus rain, humidity, mold, and even seismic activity and lightning.
“Besides being designed for all of these external conditions, a façade on a tall building also needs to [...] look good. In short, it is a complex machine and should not be trusted to inexperience,” he says.
Speaking from a design perspective, architect Salim Hussein of Atkins says: “Cladding is a critical part of the building and plays a functional role as well as an aesthetic one.
“Cladding is arguably the key component in conveying the identity of a building – not only the identity of the designer, but also that of the client. As such, it is a critical design decision that every architect faces.”
Hussein adds: “As buildings become more adventurous in their designs, as sustainability becomes an accepted standard in all buildings, and as manufacturing processes such as 3D printing become more commonplace, the opportunities to excite and delight viewers are becoming ever-more expansive for architects.”
Daniels concludes that a balance needs to be reached between aesthetics and efficiency. The age-old issue of form versus function still applies, he says. “There is no point in designing something beautiful if it does not meet its intended purpose. In the case of a façade, this is to maintain a desired internal environment.
“The façade provides part of a buildings unique identity or personality; it must allow a building to blend in with, or in some cases stand out from, its surroundings. But it must also work,” he explains. “There is no reason why, with carefully integrated and well thought-out design, manufacture, and installation, a façade cannot look incredible and also perform well.”

Bayut moves HQ to Dubai Design District
UAE-based property portal Bayut.com said it has shifted its headquarters from Dubai Internet City to a sprawling 9,000-sq-ft space in the creative and innovation-driven neighbourhood of Dubai Design District (d3), to accommodate their rapidly growing team.
The new office is just a stone’s throw away from the centre of Dubai’s bustling Downtown and commercial focal point, DIFC, said the company in a statement.
Bayut.com, which was officially launched in 2008, began with just five employees and has now grown to over 100 staff members and close to 800 clients.
The Bayut team is expanding and also achieving new milestones regularly, it stated.
The actual environment of the up and coming d3 area is also symbolic of Bayut.com’s commitment to staying ahead of the curve, introducing dynamic and new ways for consumers to interact with the UAE real estate market, said a top official.

Developer awards contract to start work on Sharjah's biggest project
The contract forms part of the overall AED1.2 billion infrastructure package for Aljada, which will see Jacobs managing all aspects of infrastructure delivery for the project, including roads, water, power and drainage, ensuring full integration with the overall masterplan.
Aljada, with a sales value of AED24 billion, was unveiled by Sheikh Dr Sultan bin Muhammad Al Qasimi, Ruler of Sharjah, in September. Since that date, he 24 million sq ft project has become Sharjah’s fastest-selling residential community.
Sheikh Sultan bin Ahmed Al Qasimi, chairman of ARADA, said: “This is a significant milestone for Aljada, as we continue to work towards breaking ground on this megaproject by the end of the first quarter. Earlier this month, ARADA announced that it had secured a AED1 billion Islamic financing facility with two major UAE banks, Abu Dhabi Commercial Bank and Dubai Islamic Bank, to help fund the development of Aljada.
Delivered in phases starting in 2019, construction on Aljada will begin by the end of March and the entire project is expected to be completed by 2025.
Aljada will comprise retail, leisure and entertainment options, in addition to a wide range of residential and commercial offerings.

Perkins+Will Dubai has named Elmutaz Elrabaa as he
According to the architecture firm, Elrabaa is a registered architect, as well as a LEED and EDAC accredited
professional with more than 18 years of extensive, global experience.
Elrabaa’s focus has been on institutional and healthcare architecture, the company said in a statement, adding that he
has led global and multi-disciplinary teams across Canada, the Middle East, and Asia to deliver projects from inception
to handover.
Some of his recent projects include the $433.3m (CAD550m) Niagara Health System Hospital in St. Cathrines,
Ontario, Canada; the 510-bed Singapore General Hospital in Singapore; and the 500-bed Columbia Jiaxing Hospital in
China.
Commenting on his appointment, Elrabaa said: “Globally, healthcare design is undergoing an exciting evolution and
the trend is reflected across Asia and the Middle East. I am thrilled to embark on this exciting journey with a […] firm
like Perkins+Will.”
Meanwhile, Roger Wilson, the firm’s managing director, added: “We are excited to have a seasoned professional like
Elmutaz on board to lead the healthcare practice here in the Middle East, where the design requirements of the sector
are undergoing revolutionary and exciting changes.”
Before joining Perkins+Will, Elrabaa served as director of healthcare at B+H Architects, a Canadian firm based in
Toronto, Canada, where he was responsible for delivering healthcare projects across Asia and Ontario, for seven
years.
Prior to this, Elrabaa delivered projects across the GCC during his tenure in Kuwait, first at The Associated
Engineering Partnership and then at KEO International Consultants, where he worked as a senior architect.
The projects he delivered in the region include Barwa Financial District, Al Ain University, Kuwait National Library, and
Kuwait National Cancer Centre.
Elrabaa graduated from Cairo University and has a Master of Architecture from the University of Waterloo. He is a
registered architect at Egyptian Engineers Syndicate (EEA) and Kuwait Society of Engineers, and has been recognised
as an Accredited Professional Engineer by Kuwait Society of Engineers, according to Perkins+Will.
GCC construction pipeline worth over $2tn
GCC nations boast a pipeline of construction, transport and energy projects worth $2.4tn, according to
figures referenced in Deloitte's GCC Powers of Construction 2017 report.
And the raft of infrastructure works planned across countries such as Kuwait, Saudi Arabia, and the UAE, is strong,
according to Deloitte's report, published this month.
Construction is the largest sector, boasting more than $1tn of big and small projects. Transport is second, with
$447bn. Power and energy rank third, with around $224bn worth of projects under development across the GCC.
These figures come from MEED Projects and were referenced in Deloitte's report.
The report's author, Cynthia Corby, partner and construction leader at Deloitte Middle East, said: “The regional
projects pipeline is forecast to be over $2tn of projects currently in the planning stage according to MEED Projects,
indicating there is still a strong need and demand for the core capital expenditure with a focus on transport, housing
and social infrastructure."
"Dubai, will continue to be an event-driven market focused on the core infrastructure required to make Expo 2020 a
success, whilst there are a number of large-scale mixed-use developments to be delivered in Saudi Arabia in the
foreseeable future. The key to these projects coming to fruition is that the funding for each should be clearly
earmarked and the projects should be assessed for their feasibility and whole life cost to ensure these investments
can produce the desired Return on Investment and will be built at a sensible capital cost."
READ: UAE property market has slowed
Investment in infrastructure is led by an events-driven UAE market, which is rapidly developing real estate in time for
Expo 2020. In Saudi Arabia, for example, a collection of large mixed-use developments are under development.
UAE
Among building contractors, Dubai will remain the “bright spot” of the GCC’s construction sector, thanks to the sheer
number of project opportunities relative to other regional markets. The emirate’s 2018 budget reflects this, with 21%
of the capital set aside for infrastructure investment as Dubai gears up for Expo 2020.
In the UAE capital, Abu Dhabi, two transport projects – the Abu Dhabi Metro and Etihad Rail Network - should come
back online after both were put on hold in 2016, according to Deloitte.
Saudi Arabia
As Saudi aims to increase the private sector’s gross domestic product (GDP) contribution to 65%, there is a plan to
privatise projects and have more delivered via public-private partnerships (PPP). More mixed-use projects are being
planned for the Kingdom too. The Ministry of Housing is also reportedly exploring a government-funded project to
build 100,000 homes in the next seven years, Deloitte claim.
Kuwait
Kuwait, blessed with vast oil riches, is set to focus PPP when it comes to future construction projects, according to
Deloitte. Major projects include a $7bn metro system within Kuwait City and a $14bn residential city boasting 35,000
housing units.
Oman
Oman and Bahrain have relatively small project pipelines in comparison to some of the other Middle Eastern giants.
The former, Deloitte claim, has been “substantially affected” by the oil price drop, but does boast a key project of
note: a $10bn industrial economic zone.
Bahrain
In Bahrain, a key construction project is the government-led plan to build a 115km cross-country rail network. The
project is expected to be awarded toward the end of the year. In addition to this, two mixed-use schemes are set to
be awarded too: Marsa Al Seef ($2.5bn) and Bander Al Seef ($2.7bn).
While infrastructure projects under developments are plentiful across the region, this healthy pipeline is set against a

Conceptual architecture can be a lot of things. It can be a realistic, yet novel, skyscraper or it can be an extremely unreal imagining seemingly straight out of a science fiction movie. We've seen a lot of strange boundary-pushing architecture concepts in 2017 and this gallery celebrates those exciting dreamers.
This selection of concepts from the past year includes a variety of insane proposals that obviously will never be actually constructed, but the value in a good piece of conceptual architecture is less in it being a practical proposition and more in the ideas it raises. Good conceptual architecture asks questions about where we are heading as a society and what kinds of design principles we should be exploring
From an imaginative, yet unrealizable, skyscraper that hangs over the Earth's surface from an artificial orbiting asteroid, to a bizarre bending tower that resembles a giant paper clip, it has been a fascinating year for conceptual architecture.
A continuing trend throughout 2017 has been green plant covered buildings and high timber towers. Stefano Boeri's iconic plant-covered vertical forest towers continued to impress this year with several new concepts proposed, and what seemed like an out-there dream a few years ago actually started becoming reality in several parts of the world. The Italian architect's Forest City design for Liuzhou in China got underway, and is amazingly set to be completed by 2020.
While a spectacular 712 ft high timber structure proposed for New York City is unlikely to be built, work actually started on an exciting staircase/art installation called Vessel from Heatherwick Studio. This was one we never thought would actually see the light of day, but you never truly know whether these crazy concepts will get over the line.
Paris-based firm Vincent Callebaut Architectures again delivered a series of stunning futuristic concepts in 2017. The Nautilus Eco-Resort especially stood out from the pack with its unique perspective on sustainable architecture that envisioned rotating buildings arranged into a shape inspired by the Fibonacci sequence.

2018 Preview: Developers are optimistic
If forecasts from industry experts are anything to go by, 2018 will see demand for affordable properties, economic diversification efforts, and Expo 2020 propelling growth in Gulf real estate markets.
Sailesh Jatania, chief executive officer of Gemini Property Developers, for instance, points out that the decline in oil prices, as well as developments in alternative fuel sources, have pushed GCC states to reduce their reliance on oil-related revenues.
“GCC countries are investing in economic diversification plans that will create new jobs and, in turn, [boost requirements] for new homes,” says Jatania, noting that in the UAE alone, around 30,000 housing units are expected to be delivered in 2018.
Talking about Saudi, Jatania says that the kingdom’s Vision 2030 reform framework “charts a clear economic roadmap that will change the face of the largest Arab economy”.
He adds: “As the socio-economic landscape changes, the real estate market is expected to react accordingly.”
At present, the property sector in the region is at the “bottom” of a downward “economic cycle” that Jatania describes as being characterised by “lower prices and an abundance of choices”, adding: “It’s a buyer’s market, where the terms are mostly dictated by the buyers,” he explains. “We expect the market to come back strong [in 2018], with demand further driven by affordable homes and the mid-market segment, where there is still a shortage.”
As for Gemini’s plans for the year, the developer reveals that it aims to expand its project portfolio, as well as completing and delivering Gemini Splendor, a G+8 residential project in Dubai.
Jumeirah Golf Estates, meanwhile, is expecting to complete construction works on a new retail centre, the Green Sports Hub, and Alandalus – all located within its eponymous master development in Dubai – in 2018.
“Towers A and B and the launched townhouses of Alandalus have already sold out, and we have had an equally positive response to Tower C following its May 2017 launch, and this will remain a priority,” says Yousuf Kazim, CEO of Jumeirah Golf Estates. “We’re also looking forward to revealing Phase B of the master plan […] in early 2018.”
Remarking that he sees “many positive indicators for Dubai and the region’s property market”, Kazim tells Construction Week: “2017 was a bright year for real estate, and 2018 looks even brighter. Dubai will continue to focus on economic diversification, with its economy largely driven by services, tourism, real estate, and construction activities.”
Citing Dubai Land Department data, which showed a 16.8% rise in the value of transactions in H1 2017 compared to the same period in 2016, as a sign that the city’s property sector is “preparing for a new phase of growth”, Kazim says: “The market has matured over the past few years, and most experts are seeing indications that it is now stabilising.
“Dubai has introduced various regulatory measures to make the market less susceptible to large-scale volatility. These measures include the Real Estate Regulatory Agency (RERA) and its rental index, the enforcement of escrow accounts, increased transfer fees for each property transaction, and new mortgage caps by the UAE Central Bank.
“These efforts all support a fair and transparent property market, which encourages local and international investment alike,” he adds.
Dubai wasn’t the only UAE market to show signs of stability. Sameh Muhtadi, CEO of Bloom Holding, says that the country as a whole upheld “its status as the best-performing real estate market” in the region in 2017.
Muhtadi attributes the UAE’s positive standing in the region to a number of factors. “As the property prices stabilised and a wider variety of alternative financing options became available, the market has shifted to favour buyers,” he elaborates. “In addition, the real estate sector has benefited from a flow of investments from other countries where UAE-based developers actively promote their projects, including India, China, Saudi Arabia, and the United Kingdom, among others.
“The UAE remains one of the most affordable global real estate destinations, with yields remaining among the highest.”
Expressing optimism for 2018, Muhtadi notes that property prices are expected to record growth, particularly in light of the “improving macroeconomic situation in the run-up to Expo 2020 Dubai”.
“As Expo 2020 is drawing closer and Dubai alone is gearing up to accommodate 20 million visitors by 2020, we expect the next few years to be just as active as 2017, if not more so,” says the chief executive of Bloom, which launched its first project in Dubai – Stella Maris – in 2015, and followed that with Bloom Heights and Bloom Towers, both in Jumeirah Village Circle. “The mega event presents an unprecedented opportunity for investors looking for high returns on their real estate.
“From a valuation perspective, the current price levels appeal to those who seek a long-term investment proposition,” explains Muhtadi, concluding: “Open economies with strong growth prospects, such as that of the UAE, continue to attract investors from around the world. Therefore, property prices here tend to rise regardless of the prevailing economic situation in the region and across the globe.”

UAE ranked 13th most promising economy for investment
The UAE has been named the 13th most promising home economy for investment in 2017-19 according to a survey conducted by the United Nations Council for Trade and Development (UNCTAD) and Investment Promotion Agency (IPA) Observer.
The ranking, published in the UNCTAD’s recently released annual World Investment Report (WIR) 2017, reflects the UAE’s liberal and investment-friendly business policies as the country also moves up in the World Bank’s Doing Business ranking for 2018 to 21.
Meanwhile, the UAE International Investors’ Council (UAEIIC), a semi-government investment institution with an objective to promote two-way investment, has announced its partnership – as Official Investment Partner – with the Annual Investment Meeting (AIM) to be held at the Dubai World Trade Centre from April 9-11, that is expected to boost the $1.85 trillion global FDI flow expected in 2018.
The decision comes as the UAE prepares to liberalise its foreign investment laws allowing greater foreign ownership in local companies in key sectors – that will help a greater inflow of investment in to the UAE – a major foreign investment destination.
AIM, the largest annual gathering of government ministers, trade bodies, chambers of commerce and industries, investment authorities as well as private investor groups, will see a flurry of activities including investment policy reforms, ease in doing business to allow greater flow of capital and goods movement across the region.
Welcoming the UAEIIC as the official investment partner of Annual Investment Meeting, Dawood Shezawi, president of AIM, said: “Our partnership with UAEIIC will help boost two-way investment into the UAE and outward investment from the UAE – and help us play our role as a promoter of investment flow for development.
“Over the last few years, AIM has created a global platform for international and local investors to promote opportunities for investors to identify the right investment projects and help create employment in different parts of the world. According to the World Investment Report 2017, global investment flow declined 2 per cent to $1.75 trillion in 2016.
“Flows to developing economies reached $646 billion in 2016, UNCTAD report shows. The flow of outward investment from developing economies registered a 1 per cent decline to $383 billion, despite a surge of outflows from China, now the second largest investing country in the world,” said the World Investment Report 2017.
“A modest recovery in global FDI flows is forecast for 2017, although flows are expected to remain well below their peak of 2007. A combined upturn of economic growth in major regions and improved corporate profits will boost business confidence, and consequently MNEs’ appetite to invest.
“A cyclical uptick in manufacturing and trade is expected to result in faster growth in developed countries, while a likely strengthening of commodity prices should underpin a recovery in developing economies in 2017. As a result, global FDI flows are expected to increase by about 5 per cent in 2017 to almost $1.8 trillion,” added the World Investment Report 2017.
In this regard, the UAEIIC has decided to strengthen its engagement in trade and investment promotional activities to boost two-way investment.
The UAEIIC takes firm steps to be the voice of the UAE to invest abroad, as it represents a national umbrella of great importance for the development of national investments issued in view of its role in communication and coordination with government agencies to support, protect, promote and expand the interests and objectives of UAE investors abroad and in the interest of the national economy, according to Jamal Al Jarwan, Secretary-General of the UAEIIC.
“The current global economic situation offers a greater opportunity for international investors when asset prices become very attractive making acquisition less costly and help investors attain a higher and faster return on investment,” Al Jarwan said.
“In this regard, we find AIM a perfect fit to attract investment and promote economic opportunities prevalent in the GCC region for global investors, while at the same time, helping UAE investors to find the right investment projects in different countries and help the Emirati investors to benefit from the opportunities.

UAE property developer secures $272 mln loan for mega-project
Arada, a newly-created United Arab Emirates-based property developer, has secured a $272 million (1 billion dirhams) Islamic syndicated loan from UAE banks to help fund a major project in the northern emirate of Sharjah, it said on Thursday.
The money will help pay for the Dh 24 billion Aljada, a project designed to cater for growing demand for more housing and leisure activities in the northern emirates.
Traditionally, the larger and more glitzy real estate developments have been confined to the wealthy southern emirates of Abu Dhabi and Dubai.
Abu Dhabi Commercial Bank and Dubai Islamic Bank acted as joint mandated lead arrangers and bookrunners on the transaction, Arada said.
Project timeline
Construction of Aljada will begin in the first quarter of 2018, with the first phase of the project to be delivered in 2019 and the entire development expected to be completed by 2025.
Arada was founded last year by Prince Khaled bin Alwaleed bin Talal, chairman of Dubai-based KBW Investments, and Sheikh Sultan bin Ahmed al-Qasimi, chairman of Basma Group, a Sharjah conglomerate.

UAE hotel projects worth more than $71bn
The total value of active hospitality projects in the UAE reached AED262.7 billion ($71.6 billion) at the beginning of September, according to analysts BNC Network.
The 543 hospitality sector projects constitutes 6 percent of all active projects in the UAE's urban construction sector and in dollar terms these projects account for 14 percent of the total estimated value, BNC said in a statement.
It added that three hospitality projects with a combined estimated value of $194.5 million moved to construction from other stages during August.
The largest hospitality project in dollar terms to have moved to construction was Portofino Hotel located in Dubai's Europe Main Island.
“The hospitality sector is on a roll as the countdown for Expo 2020 is closing in to three years within which all these projects will have to be ready for the massive influx of visitors,” said Avin Gidwani, CEO of BNC Network.
“According to Dubai Government’s stated projections, the emirate will need to add 40,000 hotel rooms in addition to the existing inventory of slightly more than 100,000 guest rooms and hotel apartments."
He added: “Tourism and entertainment sectors are major contributor to Dubai’s economy and remain a major focus in the government’s economic diversification plan.
“In order to meet the growing demand, most project owners, developers are looking at completing building their projects before October 2020 when Dubai expects to receive 20 million hotel guests as well as 25 million visitors to the Expo site."
The research showed that four hospitality projects with a combined estimated value of $527.2 million were completed during August.

Saudi Arabia to spend $346m on new educational projects
The Saudi government plans to build 31 new technical education institutions in Makkah province at an investment of SR1.3 billion ($346 million) through its Technical and Vocational Training Corporation (TVTC),said a report.
The TVTC in co-operation with the Ministry of Education plans to encourage 32 per cent of high school graduates to join its programme, reported the Saudi Gazette.
The corporation had opened 45 branches of technical colleges in different regions to provide training to young Saudis in their hometowns. It also equipped 13 colleges to offer bachelor programmes besides employing 864 Saudi trainers and 50 expatriate trainers.
The corporation has trained 45,600 students in telecommunication jobs. The training was offered to both men and women to help Saudization of the sector, stated the report, citing a senior official.
"By 2020 they hope to train 950,000 males and females in various technical and vocational trades," revealed Faisal Kadasa, the governor of the TVTC.
Kadasa pointed out that several other training programs were under way to achieve the objectives of Vision 2030.
Work is also in full swing at the second technical college for girls in Jeddah where 83 per cent of the project haas already been completed he added.

Infrastructure projects worth Dh1.2 billion approved
Abu Dhabi: The Follow-up Committee of the Initiatives of the UAE President has approved the funding of a number of infrastructure and urban development projects across various emirates at a total cost of Dh1.2 billion.
The decision comes in implementation of the directives of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan, and the close monitoring by His Highness Shaikh Mohammad Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.
The projects were approved during a meeting presided by Ahmad Juma Al Za’abi, Deputy Minister for Presidential Affairs.
The committee approved funding for the Shaikh Khalifa Central Hospital in Fujairah at a cost of Dh865.9 million. With a capacity of up to 300 beds, the hospital will provide 24-hour services to patients. It will consist of 11 specialised departments, outpatient clinics and a 32-bed emergency ward. The hospital will also have a three-storey rehabilitation centre housed in a separate building and 673 parking spots.
The committee also approved a number of infrastructure and road projects, which include the awarding of a new road project linking the Shaikh Khalifa Road from Maliha Road passing though Al Madam up to Al Shuwaib, valued at Dh323 million.
The initiative also includes funding for a number of internal roads and parking lots in residential complexes in Ras Al Khaimah and Fujairah at a cost of Dh12.4 million.
Al Za’abi emphasised the wise leadership’s keenness to continue launching quality projects aimed at enhancing the welfare of citizens and developing infrastructure in all areas of the country. He also highlighted support from Shaikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, and his close follow up to ensure the implementation of projects in accordance with the highest of international standards

Dubai Municipality appoints Acciona to develop Shindagha heritage works
Acciona Producciones y Diseño (APD) has been selected by Dubai Municipality (DM) to implement technical development and ‘museographic’ works for phases 2A, 2C and 2D of the Shindagha Museum project in Dubai’s Historic District, Construction Week Online reported.
The project is based on designs by Ralph Appelbaum Associates, and sections worked on by APD will open in H2 2018.
Dubai’s Historic District covers 155ha and includes Deira, Bur Dubai, and Shindagha, where Dubai’s ruling Al Maktoum royal family of Dubai originally lived.
The project will feature more than 60 projects, including the reconstruction of historic buildings, the development of approximately 35,000m2 of museums, and a theatre, as well as relocation of the Al Fahidi Fort Museum and Courtyard and the development of a wide range of cultural features.
The Shindagha Museum project is divided into several stages, or ‘waves’, corresponding to different theme pavilions made up of clustered historic houses that showcase Dubai’s history and culture.
The restoration plan also includes a series of key buildings, museums, mosques, a tourism office, hotels, and restaurants.
The exhibit content in waves 2A, 2C, and 2D of Shindagha Heritage District will be developed and implemented by APD.
Wave 2A includes four house museums dedicated to different traditions in Emirati culture, covering an exhibition area of 2,950m2.
Wave 2C of Shindagha Museum will cover an exhibition area of 3,280m2 and will based on 11 houses grouped under the shared Life on the Land theme. The exhibition will focus on the different land environment in the UAE – desert, oasis, coastal, and mountainous, – and the importance of their harmonious coexistence.
The Wave 2D contract awarded to APD will be based on the Navigation theme. With a total exhibition area of 995.4m2, it will be developed in six historic houses in the Shindagha district.
Shindagha Museum is comprised of a group of historic houses that will be reconstructed using authentic methods by DM’s Architectural Heritage Department to respect the original construction as much as possible.
Up to 17 thematic pavilions will display more than 50 collections of historical and cultural value.

Arada awards infrastructure design contract
UAE-based developer Arada has awarded the infrastructure design contractor for Wood Bagot-designed Aljada development in Sharjah to Jacobs Engineering Group Inc.
Jacobs will manage all aspects of the infrastructure for the mixed-use development including roads, water, power and drainage, ensuring full integration with the overall masterplan.
Aljada, unveiled by HH Sheikh Dr Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah aims to transform the future of the emirate.
Aljada is situated on the last major plot of undeveloped land in the heart of Sharjah, with connectivity to surrounding areas, and will comprise of retail, leisure and entertainment options, in addition to a wide range of residential and commercial offerings.
Delivered in phases starting in 2019, construction on Aljada will begin in the first quarter of 2018 and the entire project is expected to be completed by 2025.
The Aljada masterplan is designed by Woods Bagot to integrate walkability and wide green spaces.
“One of the things we did, design-wise, to promote outdoor comfort, is align the buildings to maximise self-shading,” said Ibrahim Al Nemeh, design director, Arada.
The Sharjah masterplan is also inspired by the emirate’s old neighbourhoods, Woods Bagot said.

Construction contract award for Saudi medical city
Saudi Arabia’s Ministry of Health is expected to award the main construction
contract for its $306 million (1.147 billion Saudi riyals) Phase 2 of King Faisal
Medical City in Assir in March 2018, a source close to the project has said.
The $170 million Phase 1 was completed in 2016.
The source told Thomson Reuters Projects that the main contract was
awarded in January 2018 to Almajal Alarabi Holding, which submitted the
lower bid of $309.7 million, but the company withdrew from the project.
“Other bids are still under evaluation and the contract award is expected by
early March 2018,” the source added.
Bidders in the fray include Al Bawani Company, Salini Impregilo, Bin Jarallah
Establishment for Trading & General Contracting (Bin Jarallah Group), Al
Fouzan Trading & General Construction Company, and Al Rashid Trading &
Contracting Company, officials from these bidding companies confirmed with
Thomson Reuters Projects.
The project would be developed on a 260,000-square- metre plot and is
expected to be completed by first quarter 2021, another source told Thomson
Reuters Projects.
He said the scope of work includes construction of medical centres, facilities
buildings, an administrative building, underground parking, a convention
centre, a hotel as well as utilities and infrastructure works.
King Faisal Medical City will have 1,350 beds, according to the website of
project’s architectural consultant, HDR CUH2A Architecture.
Hill International is the project management consultant and Zuhair Fayez
Partnership Consultants is the design, lead and structural consultant for the
project.
In its 2018 budget, Saudi Arabia has increased its allocation for healthcare by
22 percent year-on- year to 147 billion riyals.

Amorphoustudio's creates a union
Amorphoustudio’s ‘symbiotic towers’ in jumeirah gardens, Dubai consists of a residential, a hotel, and an office tower, connected on the ground level by a double-deck pedestrian shopping plaza. The connecting plaza creates two environments that can be used throughout the different seasons. The first environment, the lower deck, is a lavish green semi-shaded oasis level that is packed with trees and water to provide gathering zones for people during the hot summer season. It is located on the natural landscape level to be accessible to pedestrians from all sides.
The second environment in Sydney based practice amorphoustudio‘s development is a stretched voronoi perforated deck that gently ramps up from both ends of the site to form an elevated upper plaza that is simultaneously connected with the lower level oasis via many ramps. This plaza is partially shaded by trees extending through the voronoi openings. also, photovoltaic umbrellas have been placed on tree-like structures in some of these openings. They collect the sun energy and convert it into power to feed the cross-ventilation system of the oasis level. This treatment, along with the shading provided by the upper deck level and the dense plantation, create a micro-climatic habitable environment that can be used during the hottest seasons in Dubai.
The towers’ geometry and skins were developed in response to Dubai’s climatic conditions. Radiation data of the hottest season in this region — May-October — were mapped into the geometry and used to shape the form and orientation of each tower. The buildings’ geometry taper and twist so as to reduce the surface area that is exposed to high radiation. These data were also re-mapped to generate parametric gradient balconies depth and skin openings. Internally, the lobby space of these towers soars up; creating a transparent atrium void that unites the floors, while allowing pattern of sunlight inside. This treatment creates a dramatic effect as it blends the shadow of the pattern of the external skin with the interior pattern of the lobby and the rooms inside.
The proposal’s innovative conceptual approach in mapping contextual environmental data to inform forms, plaza, and skin generation was a key aspect of this development. This sustainable design technique aims to minimize sun exposure and to provide a comfortable shaded environment inside. As a result, it reduces the reliance on the prevailing air-conditioning system, and creates a symbiosis between the architecture and the natural environment of Dubai.
